On 4th March 2010, the NISTEP international conference on "New Challenges and Opportunities for Science, Technology, and Innovation Policy in the Post-Crisis Regime" will take place at the Auditorium of Ministry of Education, Culture, Sports, Science and Technology (MEXT), Tokyo.
The conference will explore recent issues on science, technology (S&T) and innovation policies, and consider how to conduct effectively and to advance further the innovation policy based on scientific evidence.
As the economic crisis continues to unfold around the globe, the evidence suggests that the crisis has affected business innovation activities. While economic crises are historically times of industrial renewal, fragile financial systems, along with declines in international transactions, has posed clear threats to entrepreneurship and business dynamics in Japan and other countries. With heavy government debts in many OECD countries, a broad range of policy reforms on science and technology (S&T) and innovation appears to be much needed to stimulate medium- and long-term growth potential for the economy.
While our understanding of innovation activities and their economic impact has greatly improved over the years, the economic crisis appears to have altered the landscape of innovation activities around the world. The challenge is to adjust the way innovation policies are designed to ensure the policies suitably respond to the increasingly complex and shifting landscape.
The purpose of the conference is to better understand critical aspects of innovation process and discuss challenges and opportunities for S&T and innovation policies in the 2010s. Based on the recent Japanese Innovation Survey done by the NISTEP, the conference discusses whether and how we make use of evidence-based approach to help organize innovation policies.
